<P>PROBLEM TO BE SOLVED: To prevent a gas from flowing into a space formed around a porous body when a gas passage is formed by using the porous body. <P>SOLUTION: A separator 300, an air passage formation part 430 having a second seal member 440 formed around it, a seal member-integrated MEA 200, and a hydrogen passage formation part 410 having a second seal member 420 formed around it are sequentially stacked (step S102). A predetermined number of the respective components are stacked, and thereafter a predetermined compression load is applied to deform the second seal members 420 and 440 (step S104). Thereafter, vibration in the stacking direction is applied to the stacked body while applying a predetermined compression load to make the second seal members flow into second spaces R2 (step S106).
