PROBLEM TO BE SOLVED: To provide an operation control device and an operation control method for a vehicle, preventing abrupt increase in engine speed, so-called occurrence of racing of an engine, when no-load state of an engine occurs caused by charge of working oil in a switching period from release to engagement of clutch, and preventing occurrence of a problem such as induction of abrasion or seizing of a sliding part caused by the racing. SOLUTION: A vehicle has a vehicle controller controlling and operating a transmission based on a clutch control signal from a clutch release/connection signal oscillation means, and an engine controller. In the vehicle, clutch release time elapse from oscillation of a clutch release signal by the clutch release/connection signal oscillation means to the next connection of the clutch is measured by a timer, and a drop time of an engine speed corresponding to the clutch release time, and the engine speed in the calculated engine speed drop time are calculated based on the clutch release time signal from the timer, and the engine is operated at the calculated engine speed during an engine speed drop time.
