PROBLEM TO BE SOLVED: To provide a sterilizing and rust-proofing agent composition having excellent rust-proofing effect and extremely high safety, uninfluential to the quality of foods, enabling easy use and exhibiting quick-drying property and sterilizing property from the viewpoint of food sanitation. SOLUTION: All components of the agent including the rust-proofing component are usable in foods or approved to be used in foods. The liquid property is adjusted in neutral state or thereabout by finding a combination with a pH regulator which does not lower the rust-proofing effect to attain excellent rust-proofing effect without influencing on the skin of human body and the quality of foods. Quick-drying property and sterilizing property are imparted by increasing the ethanol concentration.
