PROBLEM TO BE SOLVED: To provide a columnar foundation constructing technology for completing work for installing a columnar material in a short time. SOLUTION: This foundation constructing member 1 comprises a rigid cylindrical body 2, a bag body 3 fixed to the cylindrical body 2 in a state of being applied to the outer face of the cylindrical body 2, and a base member 4 on which an anchor bolt 23 is mounted. The foundation constructing member is inserted into a excavated hole 20 previously formed in the ground, and then mortar 21 is filled in the bag body 3 to inflate the bag body 3 in the excavated hole 20.
