In order to make a mechanism for preventing the end lock in a compact size while achieving the effective prevention of the end lock due to a belt withdrawal sensor (11), as the carrier (34) is rotated by the rotation of a spool (9) via a torsion bar (13), a state that a planetary gear (35) only revolves and a state that the planetary gear (35) revolves and also rotates are alternately repeated. In the state that the planetary gear (35) only revolves, a cam plate (33) which controls the pivotal movement of an oscillation preventive member (23) for the belt withdrawal sensor (11) does not rotate relative to a lock gear (27). In the state that the planetary gear (35) revolves and also rotates, the cam plate (33) rotates relative to the lock gear (27) because the rotation speed is increased. The cam plate (33) intermittently rotates relative to the lock gear (27) during the rotation of the spool (9) to reduce the amount of relative rotation of the cam plate (33) and thus shortening a cam groove of the cam plate (33).
