PROBLEM TO BE SOLVED: To provide a flow control valve wherein a characteristic of a supply flow rate to an actuator is stabilized. SOLUTION: This flow control valve has: a return port 12 formed in a direction nearly orthogonal to a spool hole 4, and formed astride the spool hole 4; a spool 6 slidably incorporated in the spool hole 4; and a main orifice 9 formed on an actuator port 3 side, having an opening varying according to movement of the spool 6. The return port 12 has: a main port part 12a directly communicating with a return side; and a recessed groove part 12b formed in the spool hole 4. In the flow control valve, when the spool 6 moves to open the return port 12, a land 11 of the spool 6 opens the return port 12.
