PROBLEM TO BE SOLVED: To provide a cleaning blade capable of improving cleaning performance, without needing lubricants, and to provide a process cartridge and an image forming apparatus which are equipped with the cleaning blade. SOLUTION: A surface of the cleaning blade which is nearby a part abutting on an image carrier and includes the abutting part is treated to have a 2.5 to 3.9 nN agglutinating strength; and rubber hardness of the surface-treated part is≥67°by JIS-A and the hardness of the surface-treated is 2°higher than the hardness of a part, where surface treatment has not been performed.
