PROBLEM TO BE SOLVED: To provide a method and a device for replacing a cutter bit of a shield machine, which reduce openings, enable miniaturization, and allow the bit to be safely and easily replaced at low cost in a short time. SOLUTION: Cutter bit supply holes 3a are provided at a plurality of circumferential places in a cylindrical body 3 of rotation, which is located at the center of a rotating cutter 7 so as to transfer power to the rotating cutter 7; a cutter spoke 6, which has a cutter bit mounting groove 6a communicating with the holes 3a so as to be elongated in a radial direction, is provided by being integrated with the body 3; in the body 3, there is relatively rotatably provided an inner cylinder 16 which has a single cutter bit housing chamber 17 communicating selectively with the respective holes 3a; and a cutter bit extruding means 19 is provided in the inner cylinder 16. In tunnel boring, the chamber 17 is shielded by the body 3. In the replacement of the cutter bit, the chamber 17 and the holes 3a are made to communicate with one another, so that a new cutter bit 8A in the chamber 17 can be inserted into a cutter bit mounting groove 8 by the means 19.
