PROBLEM TO BE SOLVED: To prevent a detection means from becoming dirty while facilitating the materialization of its miniaturization and thinning. SOLUTION: A fixed shield 102 is disposed close to and opposite to a detection electrode 101. A rotary slit 103 is parallel disposed on the opposite side (the measuring object side) of the detection electrode 101 close and opposite thereto from the fixed shield 102, and rotatively driven by a micromotor 104. The rotation of the rotary slit 103 changes a positional relationship between slit windows 103a of the rotary slit 103 and detection windows 102a of the fixed shield 102, and this changes the opening area of opening parts formed by portions where the positions of the two windows coincide with each other.
