A memory controller and a semiconductor device are provided to improve operation reliability of a semiconductor memory device. A memory controller(20) controls a semiconductor memory device performing write operation for a plurality of nonvolatile memory cells connected to an equal word line. A data generation unit generates plural second data, on the basis of first data with plural bits for the memory cell. A selection unit selects one of the plural data as each cipher maintains an accumulation value of bits of write-completion data for the memory cell. The second data selected in the selection unit and information about the selection of the second data are written in the memory cell. The selection unit maintains addition result for the selected second data as a new accumulation value.
