A pinion valve and an electronically controllable power steering apparatus having the same are provided to allow the pinion valve to be manufactured with a smaller number of parts at a low cost by eliminating bearings. A pinion valve(300) comprises an annular supporting portion(305) formed at the top inner peripheral surface of the pinion valve to support an input shat(203) in a circumferential direction and a valve housing(310) having a top portion, which is open toward the supporting portion. An oil seal for an input shaft is inserted into the top of the supporting portion. An electronically controllable power steering apparatus includes the pinion valve and a pressure control valve(150) installed on one side of the pinion valve. The pressure control valve controls an amount of working oil to be supplied to the hydraulic reaction portion by an electronic control unit.
