An IC card and a management system thereof are provided to issue the IC card having a vehicle key holder to a vehicle owner by assigning a card number including or linked with a vehicle number to the IC card, and simplifying a card number assigning and managing process. A memory(315) respectively stores second card information including a predetermined charged amount to first and second card storage areas by using first card information and a first card. A processor(310) executes an application by linking with a terminal. The application recharges a second card charge amount stored in the second card storage area by using the first card information stored in the first card storage area.
