An optical element 104 includes a stepped reflecting surface 106 that includes reflecting surfaces 132 and step surfaces 130 . The reflecting surfaces 132 have a metalized coating thereon so that the plurality of metalized reflecting surfaces reflect light therefrom. Each reflecting surface is a circular sector that increases in radius from an adjacent circular sector.
