A fermented spirulina extract is provided to show excellent skin physiological activity, anti-oxidative activity, and skin inflammation alleviating effect, thereby being widely applied to raw materials of an anti-aging functional cosmetic product, a functional food composition or a pharmaceutical composition. A fermented spirulina extract is characterized in that it is prepared by fermenting a spirulina extract using lactic acid bacteria isolated from kimchi. A method for preparing the fermented spirulina extract comprises the steps of: (a) after homogenizing dried spirulina cells and crushing the spirulina cells, adding hot water thereto to prepare a spirulina extract; and (b) fermenting the spirulina extract using the lactic acid bacteria isolated from the kimchi such as Lactobacillus plantarum(P23) strain at a temperature of 25-35 deg.C for 18-30 hours.
