A block motion estimation method using bit plane matching is provided to mix a distorted distance properly in a view of brightness distortion and darkness distortion, thereby improving the accuracy of motion estimation. A block motion estimation method using bit plane matching comprises the following steps of: storing an average value by block and a base value, the average value of the square of a pixel value, necessary for calculating a standard deviation value while converting a base frame into a bit plane(S31); storing an average value by block and the base value while converting a current frame into a bit plane(S32); and calculating a final distance between the current processing block of the current frame and the reference frame of the base frame depending on a difference between average values by corresponding block and a difference between standard deviation values calculated by using the base value to estimate the motion of a currently processing block(S33).
