A motor having a soft starting device is provided to reduce a manufacture cost of a control device and a power distribution device for driving the motor by reducing an inrush current. A motor(100) includes a housing(150), an axis(110), a rotor(121), and a soft starting device. The axis is rotatably installed on the housing. The rotor is rotatably installed at the axis. If the rotor has rotary power, the soft starting device transmits the rotary power of the rotor to the axis after rotating the rotor at a predetermined angle in a predetermined direction with respect to the axis and if the rotor does not have the rotary power, the soft starting device returns the rotor to an initial position before having the rotary power with respect to the axis.
