A device for testing dynamic characteristics of a hydraulic actuator to regulate a turbine governor output driver valve is provided to perform tests for various hydraulic actuators by being equipped with plural cylinders. A device for testing dynamic characteristics of a hydraulic actuator to regulate a turbine governor output driver valve includes a pair of frames(100), a guide rail(200), a moving unit(300), a pressing prevention unit(400), a rod actuator(500), and a controller(600). The frames stand on the floor with legs(110). The guide rail is connected to the supporting frames, reciprocates up and down, and is powered by hydraulic cylinders installed on the legs. The moving unit is installed on the guide rail and reciprocates on the guide rail with a hydraulic actuator hung thereon. The pressing prevention unit is connected with the hydraulic actuator. The rod actuator is connected with the pressing prevention unit and transmits the same hydraulic pressure as the actual hydraulic pressure. The controller controls driving of the hydraulic actuator and the rod actuator.
