A VoIP(Voice over Internet Protocol) concentration system using a PSTN(Public Switched Telephone Network) and a mobile communication network is provided to enable VoIP calls by using an exchange of the PSTN and a mobile communication exchange of the mobile communication network, thereby minimizing equipment construction and environment installation costs for VoIP services. An exchange(10) comprises as follows. A subscriber subsystem(11) senses whether an ID signal generated to select one of a PSTN and an Ethernet network in analog phones(1) exists, and confirms one of the analog phones from which the sensed signal is transmitted, then performs voice signal processing and call processing signal interface functions. A trunk line subsystem(13) performs trunk line interface functions. A switch block(15) exchanges subscriber channels. A processor unit(17) controls the subscriber subsystem and the trunk line subsystem. VoIP concentration units(20) connect the analog phones of senders with telephones of receivers through an Ethernet network.
