A stepper is provided to improve user's health by enabling the user to do walking exercise in one position indoors or outdoors conveniently by letting him/her do stepping exercise. A stepper includes a fixing frame(10), a fixing plate(11), a couple of pivoting frames(20), a guide shaft(22), a connection plate, a couple of elastic links(30) and a foothold link(25). The pivoting frames connects a couple of stepping plates(40) to do seesaw motion. The guide shaft penetrates the centers of the pivoting frames, are inserted into a long hole(14) of a side plate(13) and comprises a center pinion(23) and a side pinion(24). One side of the elastic link is connected to a bracket(35) of the connection plate, and the other side of the elastic link is coupled to a pillar of the fixing plate to transmit elastic force to the stepping plates.
