A tape measure having a damping function of winding velocity is provided to realize compact arrangement of internal elements in a housing by simplifying a damping unit. A tape measure having a damping function of winding velocity includes a housing(100), a rotary gear(112), a damping gear(115), a secondary gear(120), a rotary damper(125), and a velocity controller(130). The housing includes a leaf spring(110) and a bobbin(107). The bobbin winds a blade(105) with elastic force applied by the leaf spring. The rotary gear is fixed on a side of the bobbin simultaneously with restricting lateral movements of the blade and the leaf spring and includes a gear on the edge thereof. The damping gear is formed on a shaft which is rotatably installed on the housing and is engaged with the rotary gear. The secondary gear is formed on an upper part of a rotary shaft and is engaged with the damping gear for transmitting rotation force to the damping gear. The rotary damper is formed around the rotary shaft, is rotatably installed below the secondary gear, and includes a rotary blade. The velocity controller contains the rotary damper inside, reduces the winding velocity of the blade through the spread of the rotary blade, and includes a handle protruded outside.
