A decoration panel is provided to form irregularly varied brightness patterns similar to the brightness patterns of the sunlight by forming three-dimensional concave boundaries continuously formed along the rear surface of a base material by applying 1/f fluctuation to the basic shape by small reflecting units. A decoration panel(10) is composed of a transparent panel-shaped base material(11) comprising plural small reflecting units(12) continuously aligned on the rear surface opposite to a front surface(11a) receiving the light and provided with boundaries for changing the luminance of the reflected light by the reflection, interference, and diffraction of the incident light(13) and reflecting layers formed at the boundaries to reflect the light transmitted toward the front surface of the base material through the base material, by using the boundaries of the small reflecting units as a mirror surface. Irregular variation occurs in the luminance of the reflected light generated by the reflection, interference, and diffraction of the light generated from the small reflecting units, by changing at least one of the direction of the incident light for the base material, a visual point for the base material, and the position of the base material for the incident light or a visual point. Chromatic aberration is generated by shifting the optical wavelength.
