By using a parallax compensation for performing prediction by using a parallax between a plurality of videos, the videos are encoded into one video. A reference parallax for the image to be encoded which is estimated from the reference image is set and a region division in the screen is set, so that a parallax displacement as a difference between the reference parallax and the parallax used for the parallax compensation is set for each of the set regions. Information of the region division is encoded and the information indicating the parallax displacement is encoded. Upon decoding, the reference parallax for the image to be decoded which is estimated from the reference image is set, the information indicating the region division contained in the encoded information is decoded, and the information on the parallax displacement contained in the encoding information concerning each region indicated by each region is decoded.
