PROBLEM TO BE SOLVED: To provide an internal combustion engine control device and internal combustion engine control system which suppress the problem that air-fuel ratio is deviated to the lean side from an optimum value, which is concerned when alternate fuel is mixed into normal fuel. SOLUTION: The control device calculates a required opening of a throttle valve on the basis of a required intake amount in response to an accelerator tread down amount by an driver, required injection time InjT which is a required value of time when a fuel injection valve jets fuel per one combustion cycle on the basis of the required intake amount (S14) and injectable time InjMax in which injection can be executed per one combustion cycle on the basis of engine rotation speed (S15), and determines whether or not the required injection time InjT is longer than the injectable time InjMax (S16). When the required injection time InjT is determined to be longer than the injectable time InjMax, the reduction compensation of the required opening is executed so as to reduce the opening (S17).
