PROBLEM TO BE SOLVED: To provide a nonwoven fabric having incombustible characteristics, with neither lowering of the strong elongation nor deterioration of the flexibility. SOLUTION: The incombustible nonwoven fabric is a laminated fabric which consists of a water-absorbable nonwoven web containing at least 50 mass% of a water-absorbable fiber and a non-absorbable nonwoven web composed a non-absorbable fiber, laminated together, and 4-20 mass%, based on the solid content, of a boron compound is adhered to the laminated nonwoven fabric. The nonwoven fabric is formed by immersing the laminated nonwoven fabric composed of the water-absorbable nonwoven web and the non-absorbable nonwoven web laminated together in an aqueous solution of a borate ion condensation polymer salt and drying the resultant body.
