PROBLEM TO BE SOLVED: To eliminate complicated operation when a user transmits and receives files using a mobile terminal. SOLUTION: This file transmitting and receiving system includes a communication network and mobile terminals connected to the communication network to carry out communication. The communication network has a file management function 102 and a mailer function 104 for transmitting a file to a receiving terminal 105 upon receiving uploading of the file from a transmitting terminal 106, and a group list management function 101 for putting a plurality of mobile terminals together as a group for managing the group. The file uploaded by the transmitting terminal 106 includes a header indicating a destination. The file management function 102 inquires of the group list management means whether the receiving terminal 105 which becomes the destination belongs to the same group as the transmitting terminal 106, and transmits the file when it belongs to the same group.
