PROBLEM TO BE SOLVED: To control the start of the authentication of a synchronized device based on the copy control information of an input/output stream and the state of authentication started by an opposite device. SOLUTION: A stream determination part 11 determines the copy control information of an input/output stream. A recording authentication state determination part 12 determines the progress state of AKE regarding a recording process. A reproduction authentication control part 13 controls the start timing of AKE regarding the reproduction process of an authentication part 14. When the copy control information of the output stream is copy-free, the reproduction authentication process control unit 13 start an AKE process for reproduction. When the copy control information of the output stream is other than copy-free, the AKE process has priprity, and when the copy control information of the input stream is other than copy-free, the AKE process regarding the recording process is not started, the AKE process regarding the reproducing process is started.
