CELL/CARRIER SWITCHING AND SWITCHING BACK UPON RRC CONNECTION

It is possible to realize a cell switching process based on the load balance and the user terminal condition and rapid cell switching back upon switching failure. A cell switching control method is under control of a base station which manages two or more cells (divided geographical region and/or carrier frequency). The cell switching control method includes the following steps executed in the user terminal upon RRC connection: a step (step 7) of transmitting a connection setup response report from the base station to a switching destination cell in accordance with the switching instruction to another cell managed by the base station; a step (step 7-1) which judges whether connection to the switching destination cell has been successful in the user terminal within the maximum retransmission quantity in the user terminal; and a step (step 7-2) of performing a switching back process to the previous cell when the connection to the switching destination cell has failed in the user terminal.
