A loading plate of a carriage rack and a manufacturing method thereof are provided to secure a space between loading plates while reducing the height of the carriage rack by insert-molding a hard plate into the loading plate to reduce the thickness of the loading plate. A loading plate(5) of a carriage rack includes a surface layer(52) made of urethane and a hard plate(50) inserted in the urethane by insert-molding. The wood plate is made of MDF(Medium Density Fiber) or plywood. The loading plate is manufactured by placing the hard plate in a mold space of a mold plate, injecting the urethane into the mold space, naturally or forcedly cooling the mold plate for a predetermined time, and removing the completed product from the mold plate after the urethane is solidified.
