A residual substance rinsing device for waste vinyl is provided to maximize the recycling efficiency by removing the residual substance stuck on the waste vinyl by secondarily removing the residual substance that is not washed off during a waste vinyl washing process, by a rinsing process. A residual substance rinsing device(1) for containing and rinsing waste vinyl crushed by a crusher and firstly washed by a washing device is composed of: a body unit(10) for containing the waste vinyl and having a space part for storing the rinsing water(W) forcibly sent by a water feed pump(11); a sorting unit(20) installed at the body unit and dipped in the rinsing water to filter the residual substances of waste vinyl transferred by a belt conveyor(13); a rinsing unit(30) mounted on the body unit and rotated by a driving unit to transfer the waste vinyl while rinsing the waste vinyl through the sorting unit; and a discharging unit(40) installed on the bottom of the body unit to discharge precipitated matter by using a screw rod(42) turned by a motor.
