A cermet is provided to improve toughness of cermet material substantially greatly or enable material with required characteristics to be manufactured by providing a technology for solving a low toughness problem caused by high hardness of conventional TiC-based and Ti(C,N)-based cermets and for controlling the peripheral structure within core/rim structure in a sintered body of a TiC-based or Ti(C,N)-based composite powder, and a method for manufacturing the cermet is provided. A high toughness cermet comprises: a carbide or a carbonitride of two or more metals comprising titanium(Ti) selected from metals in groups IVa, Va, and VIa on the periodic table of the elements, or a mixture thereof; and one or more metals selected from the group consisting of nickel, cobalt, and iron, wherein the cermet comprises principal particles in which complete solid solution phases in the microstructure of a sintered body occupy 70% or more of a volume fraction. The cermet is characterized in that the concentration of the metals of the group VIa is higher in an external complete solid solution phase than an internal complete solid solution phase. |
