A non-powered device for collecting fine dust is provided to collect effectively fine dust contained in air of the atmosphere, thereby supplying purified air into the outside again, purify the air without receiving the influence of weather, enable the device to be installed on a street structure, and visually measure the amount of fine dust collected from a road. A non-powered device for collecting fine dust comprises: a non-powered suction part(100) having first rotary vanes(110) rotated by wind force; and a dust collecting part(200) connected to a bottom part of the non-powered suction part and linked with a rotating operation of the first rotary vanes to exhaust clean air to the non-powered suction part by removing the fine dust from the air after sucking air of the outside and collecting fine dust contained in the air. The dust collecting part includes a dust collecting cup(210) of which a surface is projected to form second rotary vanes(220), the dust collecting cup being a tubular filter fabric of which a top part is opened, and in which a predetermined space is formed, a rotary shaft(111) which passes through a central part of the dust collecting cup, of which an upper end is connected to a bottom part of the non-powered suction part, and a case(230) of which top and bottom parts are opened, and which is disposed to encircle the dust collecting cup.
