PROBLEM TO BE SOLVED: To provide a novel elastic cationic polyurethane and a use of the same in a cosmetic composition. SOLUTION: In the novel elastic cationic polyurethane and the cosmetic composition comprising the polymer, the polyurethane has an instantaneous recovery of 5%-95% and comprises followings as essential units: (a1) a cationic unit derived from at least one tertiary amine to have a functional group which is reactive with at least two unstable hydrogens, the amine being at least partially neutralized, (a2) a nonionic unit derived from a nonionic polymer to have a glass transition temperature (Tg) of lower than 10°C as measured by a differential scanning calorimeter and have terminally a functional group which is reactive with a unstable hydrogen, and if necessary, (a3) a nonionic unit derived from a nonionic monomer to contain a functional group which is reactive with at least two unstable hydrogens, and (b) a unit derived from at least one diisocyanate.
