PROBLEM TO BE SOLVED: To provide a heating element in which energization to a heat generating element can be detected when a conductive part and the heat generating element are disconnected in the longitudinal direction of a substrate, and to provide a heating device using the heating element thereof. SOLUTION: In the heating element 23 having the substrate 27, and the heat generating element 26 installed along the longitudinal direction of the substrate and used for the heating device for heating heated materials different in size, the conductive parts 29, 30 are provided which are respectively installed along the longitudinal direction of the substrate on one end side and the other end side in short side direction orthogonal to the longitudinal direction of the substrate, the heat generating element is provided between the conductive parts in the short side direction of the substrate, and at one end part in the longitudinal direction of the substrate, electrodes 29a, 30a for energizing the conductive parts, and a temperature detection type security element 100 are respectively provided.
