PROBLEM TO BE SOLVED: To provide a flame-retardant processing agent for polyester-based fibers capable of uniformly and sufficiently absorbing a phosphorus-based flame-retardant component into the interior of a polyester-based fiber and capable of imparting sufficient flame retardance excellent in endurance to the polyester-based fiber. SOLUTION: The flame-retardant processing agent for polyester-based fibers comprises a phenoxyethyl phosphate compound represented by general formula (1) (wherein R<SP>1</SP>and R<SP>2</SP>may be same or different and they are a 1-8C alkyl group, an aryl group which may have a substituent or an aralkyl group which may have a substituent; R<SP>3</SP>is a 1-4C alkyl group; m is an integer of 0-5 and n is 0 or 1 and when n is 1, R<SP>1</SP>and R<SP>2</SP>together form a ring together with a phosphorus atom and an oxygen atom).
