PROBLEM TO BE SOLVED: To shorten as much as possible the wait time up to the start of a job associated with a user who has already logged in on a network. SOLUTION: A priority level managing unit 33 functions to decide whether there is a user having been authenticated by a user authenticating unit 35 and to raise the priority level of a job associated with a user having been authenticated when it is decided that there is the user having been authenticated. Therefore, the job associated with the user having been authenticated is preferentially processed to shorten the wait time as much as possible up to the start of the job associated with the user having logged in on the network.
