PROBLEM TO BE SOLVED: To provide a microstrip line-waveguide converter which has small transition transmission loss in a wide frequency band and also has flat frequency characteristics. SOLUTION: The microstrip line-waveguide converter performs conversion between transmission modes of a microstrip line 4 and a waveguide 2 transmitting a high frequency signal, and the microstrip line-waveguide converter has a first dielectric substrate 1a and a second dielectric substrate 1b layered on the first dielectric substrate 1a, wherein the waveguide 2 is connected to a lower side of the first dielectric substrate 1a, a through hole 5a penetrating the first dielectric substrate 1a is provided in the first dielectric substrate 1a outside an opening diameter of the waveguide 2, and a through hole 5b is provided in the second dielectric substrate 1b inside the opening diameter of the waveguide 2 connected to the first dielectric substrate 1a.
