PROBLEM TO BE SOLVED: To provide a train operation management system capable of performing monitoring of influence to a station stopping time at generation of turbulence of train diagram, early detection of train delaying and early countermeasure. SOLUTION: In the train operation management system, an inter-station traveling time, i.e., the time when the train travels the inter-station that the train leaves a departure station and arrives at a stopping station where the train stops, and a station forecasting stopping time, i.e., the time when the train stops at the stopping station are inputted. The management system has function for preparing a forecasting diagram on and after the present operation point regarding the train during the present operation. A station stopping time forecasting means is provided, which calculates a station forecasting stopping time using the data of the number of passengers getting on/off collected every day of the week and every time at the station standard stopping time and at the previously investigated stopping station, the degree of train confusion collected from a vehicle side of the train at the real time and a getting on/off forecasting time calculated from the degree of station confusion based on ticket gate data collected at the stopping station side where the train stops at the real time.
