An herbal medicinal shampoo according to the present invention, on the basis of 1 part by weight of an herbal medicinal extract, comprises: 0.5 parts by weight of potassium cocoyl glycinate, 0.02 parts by weight of polyquaternium, 0.2 parts by weight of decyl glycoside, 0.3 parts by weight of coco-betaine, 0.025 parts by weight of a galactomyces fermented and filtered material, 0.5 parts by weight of a yucca extract, 0.025 parts by weight of a rosemary extract, 0.025 parts by weight of an espinosilla extract, 0.025 parts by weight of a Shikakai extract, 0.025 parts by weight of nettle, 0.025 parts by weight of a calamus root extract, 0.04 parts by weight of glycerin, 0.03 parts by weight of panthenol, 0.03 parts by weight of silk amino acid, 0.03 parts by weight of marine elastin, 0.025 parts by weight of Kerasgen, and 0.025 parts by weight of Naphri.
