PROBLEM TO BE SOLVED: To achieve sufficient torque control regarding a torque control device of an internal combustion engine. SOLUTION: The torque control device of the internal combustion engine is provided with first and second control means for controlling torque of the internal combustion engine by operating first and second operation mechanisms in accordance with the driver's demand and varying first and second operation parameter values. The second operation mechanism has operation delay in operation in accordance with the driver's demand compared to the first operation mechanism. The torque control device further calculates a target torque of the internal combustion engine based on the driver's demand, detects an actual value of the second operation parameter of the second operation mechanism, and calculates a target value of the first operation parameter based on the actual value of the second operation parameter of the second operation mechanism and the target torque.
