<P>PROBLEM TO BE SOLVED: To provide an inexpensive light emission angle restriction sheet that has a high transmission efficiency and a high restriction performance of light emission angle. <P>SOLUTION: An optical layer as an air layer is positioned in a gap between a first optical sheet 11 and a second optical sheet 12 which are sheet-shaped light-transmissive optical members. The first optical sheet 11 is arranged on the light emission side and the second optical sheet 12 is arranged on the light incident side, the sheet face of the optical layer side of the first optical sheet 11 and the second optical sheet 12 is flat. The sheet face of the light emission side of the first optical sheet 11 and the sheet face of the light incident side of the second optical sheet are provided with a plurality of convex portion having a prism effect or a lens effect.
