PROBLEM TO BE SOLVED: To provide a steam generator capable of stably generating steam, even when a difference from a required calorific value is caused in a supply calorific value to a flow rate of an evaporation object liquid. SOLUTION: This steam generator 10 has a steam generating pipe 24 of a closed cross-sectional structure of surrounding an evaporation object liquid flow passage 18 for flowing the evaporation object liquid, a shock absorbing gas pipe 28 of a closed cross-sectional structure of surrounding a shock absorbing gas flow passage 22 adjacent to the steam generating pipe 24 and flowing gas, and a heating part 20 adjacent to a wall surface in the opposite direction of an adjacent part of the steam generating pipe 24 in the shock absorbing gas pipe 28 and heating the shock absorbing gas pipe 28.
