PROBLEM TO BE SOLVED: To easily keep the balance of a load with a simple configuration in the L3 call control parts of a high-order device, which are made into a duplex structure with the L2 signal processing parts of a low-order device. SOLUTION: The duplex structure is formed with the use of two surfaces A, B, i.e., the surface A where the L2 signal processing part 2A and the L3 call control part 3A are defined as one surface and the surface B where the L2 signal processing part 2B and the L3 call control part 3B are defined as one surface. A signal processing apparatus includes signal flow rate monitor parts 4 for monitoring the processing amounts of the L2 signal processing parts 2 respectively on both the surfaces. The processing amounts are mutually reported. When the processing amount is larger on the surface A, for example, the signal received by the L2 signal processing part 2A on the surface A with the larger processing amount is distributed to the L3 call control part 3B on the surface B with the smaller processing amount, in order to keep the balance.
