PROBLEM TO BE SOLVED: To solve a problem wherein conventional foamable cosmetic compositions have a form which requires more complicated systems, tools, time and labors than necessary for foaming such as a gas, a pump foamer, a mesh, a sponge or hand shaking and some systems give a composition restricted in its viscosity and the like. SOLUTION: The skin-cleaning agent composition has surface appearances of a wide range of textures such as lotion-like, gel-like, sol-like or cream-like in a container or a closed pouch and changes the surface appearances from those in the container utilizing volatility of a volatile compound after the contents are applied to the skin as they are to give creamy foam by itself. The composition contains 0.05-70.0 wt.% of at least one volatile compound (methyl perfluorobutyl ether, methyl perfluoroisobutyl ether, ethyl perfluorobutyl ether or ethyl perfluoroisobutyl ether) based on the total weight of the composition.
