A heating device (10) which comprises: a first surface (13) located on the side near to the skin of a wearer and having air permeability; a second surface (14) located on the side remote from the skin of the wearer; and a heating part (11) disposed between the two surfaces. It further has, disposed on the outside of the second surface (14), a pressure-sensitive adhesive part (16) for fixing the heating device (10) to a garment. The first surface (13) is made of a nonwoven fabric (13b) having surface irregularities. The nonwoven fabric (13b) is composed of a first fibrous layer (21) including one side and a second fibrous layer (22) including the other side, the two layers (21) and (22) being partly bonded to each other so that the first fibrous layer (21) has many protrusions (24) and recesses (25). That one side is used as the first surface (13).
