PROBLEM TO BE SOLVED: To provide a frame interpolation apparatus for generating an image of interpolation frame between two frames without causing blur in motion picture and judder. SOLUTION: The frame interpolation apparatus is provided with a similarity calculator for calculating the similarity for each pixel block pair comprising a pixel block BLa of a first reference frame a point-symmetrical with respect to an interpolation pixel in an interpolation frame and a pixel block BLb of a second reference frame; a reference block selector for selecting a pixel block pair having the greatest similarity as a candidate block pair, and selecting a pixel block pair having the greatest similarity from among the pixel block pairs other than a pixel block having the positional relation with respect to the interpolation pixel similar to that of the candidate block as an evaluation block pair, and deciding whether the center position of the candidate block pair is selected as a reference pixel position or the reference pixel position selected one frame before is selected on the basis of the similarity between the candidate block pair and a block pair for evaluation.
