PROBLEM TO BE SOLVED: To design an assist characteristic referred to when setting, for example, steering torque of a vehicle and assist torque assisting this steering torque. SOLUTION: An assist characteristic of specifying the mutual relationship between the steering torque MT and the assist torque Tassist is specified (Step S30). When specifying the assist characteristic, an equation of motion in a general two-wheel model having linear two degrees of freedom is calculated by using a linear two-wheel model. The assist characteristic of directly regulating the mutual relationship between the steering torque MT and the assist torque Tassist is specified based on these equations of motion.
