PROBLEM TO BE SOLVED: To provide a manufacturing method for a photocatalytic coating composition capable of uniformly dispersing a photocatalytic fine particle into the coating composition without giving bad influence to the coating, and a photocatalytic coating composition. SOLUTION: After an amount of the photocatalytic fine particle required for the whole of the photocatalytic coating composition is formulated/dispersed into a preliminary formulation composition, it is dispersed into a base coating composition. Thereby, the photocatalytic fine particle becomes the state that it is adapted to a coating vehicle resin and a solvent, lack of dispersion of the photocatalytic fine particle and re-coagulation in the base coating composition can be prevented by smoothly dispersing the photocatalytic fine particle into the base coating composition. Further, the preliminary formulation composition does not contain an additive, a curing agent and a hydrophilic agent, and even if strong shearing stress is applied, there is no fear of decomposition. Further, since it is not required that the strong shearing stress is applied to the base coating composition, fear that bad influence is given to the coating can be eliminated.
