PROBLEM TO BE SOLVED: To provide a magnetic recording medium which is capable of recording and reproducing high-density information by improving recording and reproducing characteristics, a method for manufacturing the same, and a magnetic recording and reproducing device. SOLUTION: The magnetic recording medium includes, on a surface of a nonmagnetic substrate 1, at least a soft magnetic base film 2, an orientation control film 3 which controls the orientation characteristic of a film right thereabove, a perpendicular magnetic recording film 5 which has an axis of easy magnetization oriented mainly perpendicularly to the substrate, and a protective film 6. The orientation control film is made of a composition material selected from the group consisting of 33Cu-67Hf, 33Cu-67Ti, 33Cu-67Zr, 67Ge-33W, 67Ge-33Mo, 67Si-33Mn, 67Si-33W, 65Si-35Re, 33Zn-67Hf, 33Zn-67Ti, and 67Ni-33Ta.
