PROBLEM TO BE SOLVED: To provide a technique for preventing an application operating on a portable terminal connected to another network through a local network from running off secret information through the local network. SOLUTION: The communication device 301 comprises a communication monitoring means 313 which monitors communications executed by applications 306 and 307; and a communication control means 312 which records communication history information showing histories of networks 310 and 311 connected in communication of the applications (314), and determines the propriety of connection to the networks by the applications according to the communication history information.
