PROBLEM TO BE SOLVED: To provide an information processing system, capable of further shortening processing time even if instructions from a plurality of instruction issuing parts compete against each other. SOLUTION: The information processing system comprises a plurality of instruction issuing parts (R1-R8) which retain a plurality of first to final instructions (Word-1 to Word-8) in which output orders are not ensured; a plurality of instruction processing parts (W1-W8) for executing the plurality of instructions (Word-1 to Word-8) and an arbitration circuit (20) which changes the order of instructions from the plurality of instruction issuing parts (R1-R8) so that the plurality of instructions (Word-1 to Word-8) retained by the plurality of instruction issuing parts (R1-R8) do not compete against each other.
